AP: Legislative Audit Says Idaho Shifted Funds From Needs of the Poorest to IDHW Salaries

The Associated Press is reporting that the State of Idaho misspent welfare funds, shifting monies earmarked for food, housing and other benefits over to salaries.

The AP's Rebecca Boone reports that officials with the Idaho Department of Health and Welfare insist that the money was "used properly to help extremely low-income children out of foster care."

The AP reports that the monies in question, that were used for social worker salaries in 2013, was left over from 2008 funds in a budget category of "Temporary Assistance for Needy Families."

The alleged misuse of funds surfaced in a Legislative Service Office report where auditors said federal guidelines stated that the funds should be spent directly on benefits such as cash to help the most basic needs of low-income families. But IDHW officials told the AP that the rules changed in 2009, allowing them to cary over the funds.
