A Meridian couple is behind bars charged with felony kidnapping after Boise Police said they didn't return a child to his parents.

Law enforcement were contacted Aug. 21 by the mother of a 2-year-old child who told police that the child's grandmother, who occasionally served as a babysitter for the boy, was refusing to return the child. Police said the grandmother and her husband evaded law enforcement's attempts to check the welfare of the boy.

Meridian Police arrested the grandparents and turned them over to Boise PD. The child was returned to his parents.

Lawrence and Kari Watkins, both 37 years old, were each charged with second-degree kidnapping.

Boise Police also report that a squad car was nearly sideswiped early this morning on South Orchard near Kootenai Street. The driver of the vehicle was traveling north next to the officer's marked patrol car at the time. When police made a traffic stop, the driver failed sobriety tests and blew a blood alcohol content of .206 and .216. Additionally, the driver had two prior DUI convictions.

Kevin Moreno, 22, of Garden City was booked into the Ada County jail on felony DUI.
