House Rep. Pete Nielsen (R-Mountain Home) made national headlines earlier this year when, during a legislative hearing, he made the comment that he believed a woman couldn't get pregnant when she was the victim or rape or incest.
Ultimately, Reps. John Rusche, Paulette Jordan and the committee's only other Democrat, Rep. Elaine Smith (D-Pocatello) voted no while the measure passed with the full support of the committee's 14 Republican representatives.
Idaho Freedom Foundation President Wayne Hoffman said the conceptual spending plan "sets the stage for dramatic reductions in taxes - reductions that are good for Idaho, good for Idahoans and affordable."
