These parking spaces are the result of the city and architect chasing points for LEED Certification, a recognition for green building. Sustainable design is a great idea and should always be used whenever and wherever possible. The library likely has highly efficient HVAC and lighting systems, water saving devices, and efficient glazing, also items that earn LEED points and are important features for a healthy building. However, certification processes that are focused on points and fees (registration, certification, higher architect/engineering fees), and adding features that don't make sense for the project to achieve certification, take away tax dollars that could be better spent on educational materials and staff within the library.
