The real problem with this bill is that it is based on fraudulent statistics WHO/IARC.
In reality there are no evidence whatsoever that indoor tanning increase the risk for skin-cancer AS LONG AS YOU DO NOT BURN.
Therefore, if everything good that can be abused, either deliberately (which is done by a VERY small group of tanners) or by accident (which can easily be avoided by education and trained staff) should be forbidden in law, almost everything around us should be forbidden.
The fact is that the tanning lamp is an invention worth a Nobel-prize. In a way it is a successful way to provide sunshine in a "bottle". And for most of us sun-starved and Vitamin D deficient people, indoor tanning is probably the single most beneficial activity we can do for our health, independent of age.
Let us also not forget the remarkable contradiction to try to legalize away something in one environment that can be done freely in another (i.e. indoor tanning vs. outdoor tanning).
