I agree with David. A person should be able to go to a park and not step in crap or be jumped on by over friendly dogs. However, the "dog cops" are the ones that need to use some common sense and they have had more than enough time to find a balanced approach and should have been replaced a long time ago. They are issuing citations for extremely minor infractions to people who are following the rules 99% of the time and happen to make a minor mistake. These people show absolutely no discretion or common sense when issuing tickets. They should be focusing their efforts on the people who are totally ignoring all of the rules. Some people are doing the right things and do not deserve to be slammed with a ticket because their dog crosses a couple of feet over some boundary when the owner is right there to correct the dog, drop the leash for a moment while cleaning up or are a couple of minutes late leaving the park after the posted hours. This ridiculous. Also, as a taxpayer, I feel every park in Boise should have off leash hours. Why should I have to drive 3 miles to a park with off leash hours when there is one much closer that does not?
This is the perfect example of what happens when the wrong people are given a little authority and turned loose on the streets. I find it hard to believe there have not been enough complaints to, at the very least, put these two idiots on a very short leash.
