Video: Pullman Councilman Cuffed After Bizarre Incident

A Pullman, Washington City Councilman was handcuffed and taken into custody Oct. 2 after neighbors told police the man was throwing furniture off his deck, putting stickers on car windows in his apartment complex's parking lot and "acting strangely."

Spokane's KREM-TV reports that a shirtless 23-year-old Derrick Skaug had to be coaxed from inside his apartment bathroom, where he had locked himself in. Ultimately, law enforcement took Skaug into protective custody.

Police said Skaug had posted several comments on his Facebook page about the current U.S. government shutdown, including one which read, "I'm leaving, it's over ... goodbye."

Skaug was appointed to the Pullman, Wash., City Council to fill a vacant position in May 2012.
