Except they do. They still have to follow the law, and pulling someone over for "failure to show ID" when he obeyed the rodeo's request to leave their property is illegal. They had no reason to stop him since he didn't break any law, and you're not required to show ID to some random business (in this case, the rodeo). He didn't break the law. They asked him to stop shooting video the day before, so he did. They asked him to stop taking photos on day two, and he did. They told him he was banned from the property on day two (trespass) and he left.

He did nothing wrong. The police stop was illegal, since he hadn't broken any laws. That's why the FBI is involved - it's an abuse of power.
