I agree, Emily, that permit holders are not magically turned into law-abiding citizens. At the same time, the vast majority acknowledge that while they have a right to carry, they should do so responsibly. The vast majority of permit holders will not flaunt their guns, nor will they aggressively seek out conflict. Generally speaking, those that have no respect for the law will not go to the trouble of obtaining a permit, and they would not be deterred from carrying, or engaging in any other criminal conduct, by the addition of a new gun control law.

As you noted, the examples you cite did occur off campus, and thus they would not be impacted by SB1254. Furthermore, in Cameron Davis' case, the permit holder in question was already in violation of existing law by carrying concealed while he was under the influence of alcohol. If he was willing to disregard the law in that situation, it is unlikely that SB1254, or the lack thereof, would deter him from carrying illegally in other circumstances.

Utah has allowed concealed campus carry since 2004, and has not seen any of the kinds of gun violence that critics of the bill are predicting. They also have not seen the kind of mass exodus of students that Charles believes "could" happen. Like I said, aside from the noise on both sides, the practical effect will be minimal.

I also don't see what ALEC or any other organization has to do with the debate. There are lots of guns in Idaho and elsewhere, and people regularly carry on campus regardless of whether or not there is a law or a formal policy to permit them. Not to mention, a literal reading of the Idaho Constitution doesn't even give the State the power to regulate open carry; only concealed. At this point, preventing concealed carry might just lead to a lot more open carrying, which I presume opponents of the bill would find even more objectionable.

Matthew Townsend's point is a good one. Just because there was not a law permitting campus carry doesn't mean that people were not already carrying on campus. Despite all of the hysteria, this bill will likely have very little practical effect one way or the other.
