Police Blotter: Video Voyeurism and Shoplifters Caught with Meth, Weed

A Meridian man is behind bars today after being charged with three counts of felony video voyeurism.

Employees of a clothing store near the Boise Towne Square mall contacted Boise Police May 31 after alleged victims told store security that a man was sliding his phone under dressing room doors and taking video and photos of women. The crimes are said to have taken place at two nearby clothing stores. 

Store security officers were detaining the suspect when police arrived. Witnesses and officers were able to identify the suspect, later booking Andrew Kim, 20, of Meridian, into the Ada County Jail on three felony counts of video voyeurism. 

A Boise woman is also in Ada County Jail after being charged with felony DUI, after a Boise Police Officer stopped a vehicle driven by the suspect for running a red light near the 5100 block of West Overland Road. 

That's where the officer learned that the driver's license and car insurance of the suspect were both invalid. The suspect, Anna Lay, 47, of Boise, also had two active warrants for her arrest for probation violations. According to Boise Police, the officer also smelled alcohol coming off Lay's person. Lay failed field sobriety tests, and a breath test indicated that her blood alcohol was .179/.168.

Lay was arrested for driving under the influence. She has two DUI convictions in the last 10 years, making this third DUI a felony. She was booked into the Ada County Jail on felony DUI, misdemeanor failure to provide insurance, misdemeanor driving without privileges and two misdemeanor counts of probation violation.

Two Garden City men are also in Ada County Jail after Boise Police officers were called to the 8300 block of West Overland Road May 29 on a report that suspicious activity was taking place inside the store. 

Responding officers determined that suspects had come to the store to leave without paying. With the help of a drug detection canine, police also learned that the suspects were in possession of marijuana and methamphetamine, as well as drug paraphernalia. 

Michael Chaffin, 29, of Garden City, is charged with felony burglary, felony controlled substance violation-meth and misdemeanor possession of drug paraphernalia. Willis Harding, 28, also of Garden City, is charged with felony burglary, misdemeanor controlled substance violation-marijuana, misdemeanor possession of drug paraphernalia and a misdemeanor domestic battery warrant.

Saturday, May 30, a Boise Police officer on patrol stopped a driver near Veterans Memorial Parkway and State Street after observing the driver commit traffic violations including improper lane change and failing to maintain the lane of travel. 

The driver of the car initially provided false information identifying herself. The officer found the driver, Tamara Kilgore, 30, of Boise, to be wanted on a warrant from Bingham County. A police canine unit investigating the vehicle uncovered that Kilgore and two passengers to be in possessions of methamphetamine, and all were arrested and taken to Ada County Jail.

Kilgore has been charged with felony controlled substance violation-meth, misdemeanor providing false information to an officer and felony outstanding warrant. Mandy McLain, 38, of Boise, has been charged with felony controlled substance violation-meth; and Joshua McNeal, 35, of Garden City, has been charged with felony controlled substance violation-meth.
