first a few facts:
the HBPA negotiates for the horsemen and on their behalf
46 days of live racing are for boise only and do not include other tracks in idaho
the state alocates dates to tracks based on there typical "Inventory" of horses

per their contract the days they propose to operate the track would result
In racing 4 days a week and 4 or 5 horse fields and just a few races on the card
given the typical 100 or so horses on track and the fact that few horses can
run every week, most only every two or three weeks it's not a doable thing both
for humane reasons and the attendance "gate" will substantualy decrease because
people will simply get bored of the track and quit coming further cutting the purses.
(part of the on track "handle" goes to the horsemen for purses) there is also an issue
of how soon before the meet horsemen will be allowed on the track to exercise and
train and get their horses into proper "safe" condition will result in probable unsafe conditions
for the riders and the horses and would result in workmen's comp insurance
premiums rising through the roof (the are risk and "experienc" based)
in the state of idaho for any race to be run in witch betting is allowed there must be
at leaset 4 horses entered. if there is not 4 horses in the paddok headed for the track
the race will be canceled
horseracing in idaho is governed under the jurisdiction of the idaho state police they
have a web site where the laws governing racing can be found.
